As Chief Legal Officer, you assist ministers and state secretaries with the management and governance of the ministry. You work closely with the head of the department and the administrative manager, and together you are responsible for various aspects of the development of the ministry's operations, where you, as Chief Legal Officer, are responsible for the development of the ministry's legislative work. You are part of the ministry's management group, which has an overarching responsibility for ensuring that operations are conducted efficiently with high quality and that the ministry's resources are used in accordance with overarching priorities.

You are responsible for drafting proposals for laws and other regulations and ensuring legality, consistency, and uniformity in the preparation of legislative matters. You are responsible for the final review of proposals for decisions, legal council memos, and bills, as well as proposals for laws and other regulations. In the legislative work, you collaborate with case handlers and stakeholders in the relevant areas and the legal secretariat.

As Chief Legal Officer, you report to the coordinating state secretary and are part of the management group as well as the ministry's leadership group and the Government Offices' network for chief legal officers.

Your Background

We are looking for someone who is a court of appeal or administrative court assessor and has leadership experience. You have extensive experience in legislative work, have worked as a stakeholder in the Government Offices, and have experience representing operations. You have very good knowledge of the Swedish legislative process, knowledge of the EU's legislative process, good familiarity with public administration and its decision-making processes, and an understanding of how to operate in a politically governed organization and the demands of politics. You have excellent skills in Swedish and good skills in English.

It is an advantage if you have experience in government management and the state budget process, experience leading development or change work, experience in management, experience in international work, and knowledge of one of the ministry's areas of responsibility.

Your Qualities

To succeed in the role of Chief Legal Officer, you need to meet very high demands for legal skill and have a good ability to lead, motivate, and develop qualified employees. This includes being able to consider the Government Offices' leadership criteria – wholeness, development, and results – and being able to contribute in each of these areas.

You need to have very good analytical skills and a very good ability to express yourself verbally and in writing. You have very good judgment, personal maturity, and high integrity. Furthermore, you have excellent collaboration skills and the ability to contextualize questions and coordinate different interests. The role also requires you to take initiative, be solution-oriented, and have well-developed communication skills. You are meticulous and have a very good ability to structure, organize, prioritize, and reprioritize, as well as to set goals and timelines.

Employment is permanent as Chief Legal Officer, with a fixed-term placement of 5 years in the Ministry of Education.

The position is placed in a security class, and a security review with a background check will be conducted before a hiring decision is made. You must be a Swedish citizen but may have a foreign background.
